New SUP rules: what will change?
As of December 2024, SUP rules were tightened. However, they will come into regulation from 2026. The main changes:
- Ban packaging with minimal amounts of plastic: This means that even packaging with a small amount of plastic is no longer allowed. Companies must switch to completely plastic-free alternatives.
- Reusable systems mandatory: Companies must implement systems that allow cups and trays to be easily cleaned and reused.
- Stricter enforcement: Inspections are intensifying, and companies that fail to comply risk fines of up to thousands of euros. This enforcement is carried out by the Environmental and Transport Inspectorate (ILT).
These rules are designed to drastically reduce reliance on single-use plastics and accelerate the transition to a sustainable future.
Why is 2025 an important year?
2025 is seen as the preparation year for companies to test their processes and systems. This provides the space for companies to be fully compliant with SUP rules by 2026. Here are some key areas of focus:
- Reusable systems require time: Setting up return and cleaning systems requires careful planning. Did you know that reusable cups can be more sustainable than disposable cups after only about 5 reuses? ("LCA Study Of Waste Free Cup System At Dutch Events By The LCA Centre," 2020)
- Plastic-free alternatives are limited: According to a 2022 report by CE Delft, only 25% of packaging options are completely plastic-free. Therefore, it is important to look closely at which suppliers and materials are suitable. (Bergsma et al., 2022)

Tips to prepare your company for SUP rules
- Check your packaging: Analyze your assortment and identify which packaging still contains plastic. Instead of disposable plastic cups, consider installing a (water) tap. This not only saves costs in the long run, but also reinforces your image as a sustainable business.
- Set up reusable systems: Invest in efficient systems for reusing your materials. Working with specialized partners can help implement this faster and more effectively.
- Inform and engage your customers: Communication is key. Explain why you are making changes and how customers can contribute. Research shows that 70% of consumers are open to reusable options if explained properly (PanelWizard, 2022).
- Stay informed: Always have access to up-to-date information on SUP rules through reliable sources, such as the KHN website, and be prepared for changes in regulations.
